Chief Kevin Davis

Police Chief - Fairfax County Police Department

Kevin Davis is currently the 11th Police Chief for the Fairfax County, the largest police agency in Virginia and the 33rd largest in the U.S. He previously served as the 39th Police Commissioner for the Baltimore Police Department (2015 to 2018), where he led through a period of significant unrest and negotiated a federal court-ordered consent decree with the Department of Justice. Davis is known for his crisis leadership and his ability to build consensus among diverse community groups, faith communities, elected officials, and law enforcement peers.

Davis has been invited by the French National Police to detail officers to the 2024 Olympics in Paris, collaborating with the Embassy of France. In 2022, he inaugurated Northern Virginia’s first Real Time Crime Center. Before his tenure in Baltimore, he was the Police Chief for Anne Arundel County, Maryland, and retired as Assistant Police Chief for Prince George’s County, Maryland.

He is a graduate of the FBI National Academy and FBI National Executive Institute and serves on the Board of Directors for the National Policing Institute. His previous board roles include the International Association of Chiefs of Police and the Maryland Police Training and Standards Commission. Recognized as one of the 50 Most Influential People by Northern Virginia Magazine, Davis holds a master’s degree in Management from Johns Hopkins University and a bachelor’s degree in English from Towson University.

Davis has been honored with the Woodrow Wilson Award for Distinguished Government Service from Johns Hopkins University and the Distinguished Alumnus Award from DeMatha Catholic High School. A fourth-generation public safety servant, he was born and raised in College Park, Maryland, and has been awarded the Key to the City of College Park. He has also worked in the corporate sector as GardaWorld’s Director of Security Consulting Services and Chief Security Officer for Armored Things in Boston. Additionally, he has served as an adjunct professor and lecturer at American University and The Catholic University of America and frequently lectures on crisis leadership at the FBI National Academy.

Paul Halliday

Chief of the Organized Crime Unit - Criminal Division of the Maryland Office of the Attorney General

Paul Halliday is the Chief of the Organized Crime Unit in the Criminal Division of the Maryland Office of the Attorney General.  In the last year, his Unit has indicted eight individuals in three separate, multi-jurisdictional retail theft patterns – totaling over $1,000,000 in losses to retailers.  Paul has been a prosecutor in Maryland for the last 10 years, first with the Charles County State’s Attorney’s Office, then with the Baltimore City State’s Attorney’s Office, before joining the Office of the Attorney General in 2020.  Paul graduated from the University of Maryland, College Park as well as the Georgetown University Law Center where he currently coaches trial advocacy teams in competitions around the country.

Kyle Woods

Director of Organized Retail Crime - Virginia Office of the Attorney General

Kyle Woods resides in Richmond, VA, where he serves as the Director of Organized Retail Crime for the Office of the Virginia Attorney General. Kyle has an extensive background in law enforcement, having served in various roles with the Chesterfield County Police Department for over twelve years. He has been serving in the U.S. Navy Reserves as a Master-at-Arms for over 16 years. Kyle holds several licenses and certifications, including Basic Hostage Negotiator, Firearms Training Instructor, Field Training Officer, Law Enforcement Training Instructor, SFST Instructor, and currently holds a Secret Security Clearance. He attended American Military University, where he studied criminal justice and business. Professionally, Kyle has worked closely with partners from both the public and private sectors, including the US government and various law enforcement agencies. In his current role, he leads efforts to combat organized retail crime by developing comprehensive strategies to identify, investigate, and prosecute organized retail crime networks. He works with law enforcement agencies and retailers to enhance intelligence sharing, coordinates anti-theft efforts, oversees a specialized team dedicated to addressing retail crime trends, and manages an online criminal information exchange system to facilitate real-time data sharing. Previously, Kyle served as a Coordinator at the Virginia Office of the Attorney General, focusing on violent crime reduction and public safety. His career is marked by his expertise in operations, intelligence, risk management, and security, with extensive experience in leadership and a deep commitment to mentorship.

Chris Keegan

Assistant Commonwealth’s Attorney - Fairfax County

Chris Keegan attended undergraduate at Penn State University where he studied Political Science and History. After college, Chris attended law school at Syracuse University College of Law and earned a master’s in public administration at Syracuse’s Maxwell School. Chris is barred in both Virginia and the District of Columbia. Chris worked as a civil litigator in employment law and personal injury law for the first 4 years of his career. Two years ago, Chris started at his current job as an Assistant Commonwealth’s Attorney in Fairfax County.

Sarah Price

Vice President of Communications and Government Affairs - Maryland Retailers Alliance

Sarah Price is the Vice President of Communications and Government Affairs for the Maryland Retailers Alliance. She received a Bachelor of Arts in English Language & Literature and History from the University of Maryland. She began her career in Annapolis interning at the Maryland General Assembly before working as a legislative Chief of Staff. She joined the MRA team in 2019.

Dante Robinson

Special Agent – Virginia State Police

Dante is the Virginia Fusion Center’s Training and Outreach Manager.  He was promoted to this position after a 12-year career as a senior trooper patrolling Chesterfield, Amelia and Powhatan counties.  Dante's duties include managing the Virginia Fusion Center’s Fusion Liaison Training Program, the Virginia Fusion Center’s Shield Program as well as the Unmanned Aerial Systems Familiarization Outreach Program. 

In addition to his state police duties, Dante is a licensed Unmanned Aerial Vehicle Part 107 pilot and has logged over 150 hours of UAV flight time.

Prior to joining the state police, Dante served as a Calvary Scout with the United States Army.  He successfully completed two distinguished combat tours in Iraq during Operation Iraqi Freedom.

Mary G. Thomas

Supervisory Intelligence Analyst – Virginia State Police

Mary is the Virginia Fusion Center’s Supervisory Intelligence Analyst for the Criminal Activity Intelligence Unit / Watch Center. She was promoted to this position in May after serving as an Intelligence Analyst Senior in the Watch Center. Mary's duties include directing and supervising the Watch Center Team in the Virginia Fusion Center who are responsible for the research, evaluation, and dissemination of criminal intelligence information to support prevention and response efforts for terrorism and criminal activity.

Prior to joining the state police, Mary served as an Administrative Assistant with the Chesterfield County Sheriff's Office for 15 years. She drove daily operations to strengthen efficiencies and deliver projects across 4 units within the Office of Professional Standards Division: accreditation, investigation, intelligence and task forces - including support for JTTF and FBI.

Mary is a active member of the Virginia Crime Analysis Network (VCAN), International Association of Crime Analyst (IACA), Virginia Gang Investigators Association (VGIA), VFC SHIELD Program, and ROCIC RISS NET.

Kelly Regan

Intelligence Research Specialist - Emerging Threats Center (ETC) - ATF

Kelly Regan has been in law enforcement for over six years, starting out as a Background Investigator for 2 years. She spent just under a year working with ICE and HSI as an Intelligence Analyst and then over 2 years with the Washington/Baltimore HIDTA. At HIDTA she was the lead analyst for DEA Group 33 creating intelligence reports on anything from carjackings to homicides and everything in between. Now she is an Intelligence Research Specialist with ATF’s Emerging Threats Center. Kelly has honed her craft of social media exploitation over the past 4 years becoming an expert in OSINT and backstopping/OpSEC. Kelly specializes in deanonymizing social media users and geolocation.

Emily Grove

Special Agent - Homeland Security Investigations, Counter Threat Group, Washington DC Field Office

Special Agent Emily Grove is assigned to the Homeland Security Investigations (HSI) Counter Threat Group (CTG) at the Washington DC field office. The HSI CTG investigates trade fraud, commercial fraud, intellectual property crimes, and national security threats. Prior to joining HSI in 2022, SA Grove spent almost 9 years as a Police Officer with the Henrico County Police Department in Henrico, VA.

Brian Hackett

Special Agent - Homeland Security Investigations, Washington DC Field Office

Special Agent Brian Hackett has over 20 years as a sworn law enforcement officer and is currently assigned to the Violent Crime/Public Safety Group at Homeland Security Investigations (HSI),Special Agent in Charge (SAC) Washington, DC where he has conducted Organized Theft Group investigations for several years. He previously worked international security investigations. His previous law enforcement assignments include HSI SAC New York, United States Secret Service Uniformed Division, Prince William County Sheriff’s Office, and Prince William County Police Department.  He has graduated from Northern Virginia Community College with an Associate of Applied Science degree in Administration of Justice, Woodbridge, VA;  a Bachelor of Science degree in Criminal Justice from Bluefield College Bluefield, Virginia; and a Master of Arts degree in National Security Studies with a focus in Terrorism Studies from American Military University, Charles Town, West Virginia. He is currently also a non-commissioned officer in the United States Army Reserves and has been enlisted for more than 12 years.
