Posting to MAORCA should be limited to events which indicate the subjects and nature of the events are related to “organized retail crime” or “ORC.”
ORC refers to coordinated, illegal activities conducted by criminal groups targeting retail businesses, usually for resale/profit purposes, usually repeat in nature over several events, often a wide geographic area and targeting multiple companies. What is classified as ORC may vary: dollar amounts, number of actors, frequency of events, and/or the geographic impact.
Key characteristics of ORC include:
Coordination and Planning: ORC involves multiple individuals working together in a structured manner. These groups plan their activities to efficiently execute thefts or frauds.
High Volume Thefts: ORC typically involves stealing large quantities of merchandise, often targeting high-value items that can be quickly resold.
Resale of Stolen Goods: The stolen goods are usually resold through various channels, such as online marketplaces, flea markets, or black-market networks.
Use of Technology: Criminals may use technology to facilitate their crimes, such as using sophisticated tools to defeat security measures or leveraging online platforms for the resale of stolen goods.
Diverse Methods: ORC can include a range of criminal activities, such as shoplifting, cargo theft, return fraud, receipt fraud, and counterfeit production.

Law enforcement and private investigators may post events and images (see our FAQ on what types of incidents to post).
However, each organization may have its own policy related to digitally sharing and posting to ORCAs, or other groups outside of your organization. It’s important to understand your department or company policy before posting to MAORCA, so be sure to find out by asking your leaders and consulting your policies.
Even if you are prohibited from posting, still sign up for MAORCA to get on our group mailing list to hear about events and trainings, and use MAORCA’s Auror platform for notifications from others, so you may be aware of bad actors and trends important to you!
