MAORCA's Comprehensive Approach to Combatting ORC
MAORCA is evolving its strategies to fight Organized Retail Crime in the Mid-Atlantic region by creating a unified, multi-disciplinary effort involving both private sector investigators and law enforcement professionals.
This collaborative model will help us address the growing threat posed by ORC groups, whose criminal activities negatively impact businesses, communities, and public safety!

The Intelligence Exchange Group is composed of individuals with formalized, dedicated ORC investigation duties. These members will lead investigations, coordinate operations, and conduct fieldwork to target ORC groups.
The Investigative Support Group will support the Intelligence Exchange Group by providing critical intelligence, conducting research, and assisting in operations that specifically affect their sector of retail or geographic region. The Investigative Support group may also be directly involved in field operations as part of collaborative investigations.

The Investigative Support group will play a crucial role in supporting investigations by providing timely, actionable intelligence. Intelligence Exchange members will also receive direct support in conducting field operations, making it possible to tackle even the most complex ORC cases.

How You Can Get Involved?
If you're interested in joining MAORCA’s Intelligence Exchange or Investigative Support groups, please review the application process and the minimum requirements for participation.
Application Process:
Submit a completed application form detailing your current job duties and sector of responsibility.
Include a supervisor's verification to confirm your role and responsibilities regarding ORC investigations.
Applications will be reviewed by the MAORCA leadership team for approval.
All approved members will have to complete a non-disclosure agreement.
Intelligence Exchange Membership:
Must have formalized, dedicated duties related to organized retail crime investigations.
Must have full access to investigative evidence and authorization for off-site investigative actions (mobile surveillance).
Must be permitted to share intelligence with other private sector investigators (non-law enforcement)
Each sector of retail in the Mid-Atlantic may have one Intelligence Exchange member per region. (Additional applicants will be referred to the Investigative Support Membership)
*Multi-unit retail ORC Investigators, Police Detectives or Police Officers assigned to investigate ORC
Minimum Private-Sector Requirements:
Investigative Support Membership:
Must have regional or company wide investigative duties with access to all company evidence without limitations (systems, video, etc.)
Each company may have one representative per region. (Additional applicants will be assessed to the needs of the group for selection, or waitlisted)
